He explained that the IRS’ IT department is far more extensive and expensive than those in midsize banks.
The IRS has 8,000 employees and an annual operations and maintenance budget of $3.5 billion. In contrast, a typical midsize bank has 100-200 people in its IT department and a $20 million budget.
Moreover, he highlighted the issue of “ghost contracts,” where millions of dollars are spent on contracts that no one can explain.
When these contracts are canceled, nothing changes. Inefficiency and waste seem to have become the norm, with little accountability or action to correct them.
